Comin Correct used it as the title for their 1998 LP, From Within Records recently used it as the title for their compilation series, and people have said it time and time again to explain the worldwide, singular scene of hardcore. It's a pretty good saying, too, so it makes sense why people use it. That's why it's not surprising that the Hard Core Ball in 1998 also used the catch phrase.
